1. Login to your blogger account.
2.Go to design tab.
3. Add a New Javascript/HTML .
4. Paste the following Code there.
5. In Third line in the Coding Change (Your Text) to (Whatever You want to display)
6. Now paste this code on to the HTML/Javascript Gadget.
7. Now see your blog. you will see A Floating text With your mouse cursor..
